The Committee for Chicago Mayoral Recall was founded in February 2024 in response to demands on social media asking if Mayoral Recall was an option in Chicago. With no law on the books , we consulted former Governor, Patrick Quinn, the preeminent scholar on referendums in Illinois. Gov Quinn kindly wrote the petition for the committee and we launched the campaign in April of 2024. We hope to have the 56,464 signatures needed to get the binding referendum on the March 2026 Primary Ballot. The deadline for submission is December 1, 2025. This petition is evergreen so we will continue to get signatures and continue to pursue this mission until Chicago Mayoral Recall is a binding City Ordinance.

In 2010, the voters, by a 2:1 margin, approved an amendment to the Illinois Constitution to recall the Governor of Illinois. However, the power to recall the Mayor of Chicago does not exist.
We intend to change that by March of 2026 (the next primary election date) with the help of YOUR ballot signatures.
Section 6F: Article 7 of the Illinois Constitution provides for the opportunity to have a mayoral recall if there are sufficient signatures on petitions seeking such action. Such Home Rule Ordinances have already been enacted in Arlington Heights, Buffalo Grove, and Wheeling, IL.
In Chicago, 56,464 signatures are required to have the referendum placed on the March 2026 Ballot.
By passing the Mayoral Recall Referendum, Chicago residents can ensure that the mayor in office is accountable 365 days a year during their term in office, not just on Election Day.

Petition for “Shall the voters of the City of Chicago provide for the power of recall on the Office of Mayor as follows: The term of the Office of Mayor is subject to the right of recall vested in the electors of the City of Chicago. The Mayor may be recalled and removed from office by a majority vote of the electorate at a recall referendum initiated by a petition signed by the electors of the City numbering not less than 20% of the total vote cast at the last election for Mayor of the City, and the petition is filed with the City Clerk not less than 92 days before the next regular election. A proposition to recall the Mayor shall be certified by the City Clerk to the proper election authority, who shall then submit the proposition at an election in accordance with the general election law. The proposition shall be in substantially the following form: Shall (Name of Incumbent Mayor) be recalled and removed from the Office of Mayor of the City of Chicago? If a majority of votes shall be cast in favor of the recall of the Mayor, the Office shall be declared vacant and the office shall then be filled in the manner provided by law for the filling of a vacancy.”

Yes. IL HB 40, which has been languishing for the last seven years, would allow for a recall of all City of Chicago Officials.
Because of this, the Committee for Chicago Mayor Recall has decided to pursue the binding referendum option as provided for in the Illinois Constitution Section 6F. Article 7.
When passed , this City of Chicago Ordinance would apply to current or future mayors. Should it be the will of the people of Chicago, it could be used anytime to recall the Mayor of Chicago.
This was never intended just to target a specific person or officeholder.
It is a mechanism that should have been implemented long ago to ensure transparency, accountability, good governance, and direct democracy for the citizens of Chicago.
We deserve nothing less than a mayor who is accountable and represents our best interests from Day One until their last day in office.
When the Binding Referendum is passed in November of 2024 and becomes City Law, the recall process can begin.
